It is accepted as a well-known fact that in different places on the Earth's crust, similar anthropogenic impact causes dissimilar response. Seismic zoning maps are not designed to predict such geodynamic hazards rock bursts, induced earthquakes, reactivation of tectonic faults, etc., and therefore require careful adjustments intense subsurface strata. In this regard, we consider classification crustal areas according degree hazard, i.e. its potential response intervention. This based concept there exists critically stressed layer within crust. believed crust extends from surface certain depth, each point depends nature interaction between blocks hierarchical levels. From perspective, impact, mining operations, represents direct upon zone. We recognize hypothesis thicker critical layer, stronger might be intervention, it has more accumulated energy. Four categories threat have been found mapped. To verify classification, manifestations were studied.
